Every year, thousands of entrepreneurs choose a business setup in Dubai, including UK citizens planning international expansion or a full relocation. Three factors usually drive the decision: 0% personal income tax, federal corporate tax of 0% on taxable income up to AED 375,000 and 9% above that level, and direct flight connections between Dubai, Europe, Asia and Africa.

The UAE economy also continues to expand. UAE GDP grew by 6.2% in 2025, while the non-oil sector increased by 6.8%. Dubai has digitised much of the business registration process, so a straightforward file can move quickly once the documents are complete.

The first decision is whether the business should be registered on the Dubai mainland or in a free zone. The selected structure affects trading rights, office requirements, annual fees and available immigration quotas. A low first-year setup price is not enough: a UK founder should compare the total cost for at least 12 months, including renewal, immigration, accounting and banking.

Why Do UK Entrepreneurs Choose Dubai?

Dubai attracts founders who want to operate internationally while maintaining access to a well-connected commercial centre. A business in Dubai can be fully foreign-owned under most common structures, and the UAE does not impose personal income tax on salaries in the same way as the UK.

The federal corporate tax regime is comparatively straightforward. A Dubai business generally pays 0% corporate tax on taxable income up to AED 375,000 and 9% on taxable income above that amount. A qualifying free zone business may receive a 0% rate on qualifying income, but only when the relevant activity, substance and compliance conditions are met.

Other reasons for choosing Dubai include residence visas, international banks and modern payment infrastructure. Nevertheless, relocating a business does not automatically end the owner’s obligations in the UK. The result depends on residence, management, income sources and continuing connections with Britain.

What Are Dubai Free Zones?

A free zone is an economic area regulated by its own authority. There are more than 30 free zones across the UAE, and each has its own permitted activities, fees, office rules and registration process. Some free zones publish lists containing 2,000-4,000+ activities.

A Dubai free zone business normally allows 100% foreign ownership and full profit repatriation. The authority may offer a flexi-desk, warehouse, sector-specific licence or visa package. A free zone business may not be able to trade directly with mainland customers in every case; a distributor, branch, permit or additional approval may be needed.

VAT treatment also differs for goods. Around 27 designated zones are fenced and customs-controlled, so certain movements of goods may fall outside the standard 5% VAT rules. This distinction mainly affects goods, not services, and it does not determine whether a free zone business qualifies for 0% corporate tax.

Do UK Citizens Need a Visa or Residence Permit?

Company ownership is legally separate from UAE residence. A UK citizen can usually register and own a business without holding a UAE visa. A visa becomes important when the founder wants to live in Dubai, manage the business day to day, sponsor employees or family members, obtain an Emirates ID or satisfy bank compliance requirements.

Many registration stages can be completed remotely. Personal presence is normally required for the medical examination, biometrics and Emirates ID. The residence process often takes about 2-4 weeks after the licence and immigration documents are ready, although timing varies by authority and entry status.

How to Register a Business in Dubai: Step by Step

Business registration in Dubai follows a defined sequence, although requirements differ between mainland and free zone authorities. A straightforward Dubai business setup can move quickly once the file is complete; regulated activities and corporate shareholders require more preparation.

  1. Choose your activity and jurisdiction. Mainland, free zone, or offshore — this single decision determines who you register with and where the business can trade. Each jurisdiction works from its own approved activities list (some free zones cover 2,000–4,000+ activities), and regulated activities — banking, education, healthcare, legal — need sign-off from a sector regulator on top of DET or the free zone.

  2. Reserve a trade name and get initial approval. Checked through the UAE government's National Economic Register.

  3. Submit incorporation documents. A Memorandum of Association, passport copies valid for 6+ months, and a registered office lease. If a shareholder is a company rather than an individual, add its own incorporation documents and a board resolution; foreign paperwork needs UAE embassy attestation and MOFA legalisation first — the UAE isn't part of the Hague Apostille Convention, so an apostille alone isn't accepted.

  4. File the application and pay the licence fee. Mainland applications go to the Dubai Department of Economy and Tourism; free zone applications go directly to the relevant zone authority. Once all documents are in order, licence issuance itself takes about 2 days for the mainland and 3–4 working days for a free zone — document preparation and any back-and-forth beforehand is what stretches the total timeline further.

  5. Collect the trade licence for the company. This is also what unlocks a corporate bank account — banks generally take another 1–3 weeks to approve it.

  6. The company can apply for residence visas for its shareholders and employees. The entry permit is usually issued within a few days of the licence; the full process to get a stamped visa and Emirates ID can run 4–5 working days.

  7. Apply for the corporate bank account. Most banks want at least one signatory holding a UAE residence visa and Emirates ID before they'll open the account, so this step usually follows the visa rather than the licence. A corporate bank account typically takes around 1 week, subject to KYC and compliance approval. A personal bank account can often be opened within 1 working day.

  8. Register the company for tax with the Federal Tax Authority, and for VAT once turnover passes the mandatory threshold. 

On paper, this is an 8-step business setup process. In practice, the timeline depends on the speed of document preparation, legalisation, external approvals and bank compliance. Experienced consultants can coordinate the registration, but the quotation should separate government fees from professional fees. Licensed consultants can also check the documents before submission and coordinate communication with the relevant authority.

Cost of Starting a Business in Dubai

The total business setup cost depends on jurisdiction, activity, office and visa requirements. A free zone licence may start from AED 4,888 and rise to AED 25,000+ per year. A mainland licence may range from approximately AED 9,000 to AED 50,000, depending on the activity and approvals.

These figures do not always include office space, establishment card, immigration charges, medical testing, Emirates ID, residence visa, document notarisation or annual renewal. The company should compare both first-year and second-year costs before paying for a setup package.

Digital banks can be faster and may have lower balance requirements, but traditional banks may offer broader trade finance and branch services. All figures are indicative and can change. The bank’s final decision depends on KYC, business activity, expected turnover, shareholders and source of funds.

Paying Taxes for a Company Registered in Dubai

A Dubai business generally pays federal corporate tax at 0% on taxable income up to AED 375,000 and 9% on the amount above AED 375,000. The company must register, maintain accounting records and file a return even when the final amount payable is AED 0.

A qualifying free zone business may receive a 0% rate on qualifying income if it satisfies activity, substance and compliance conditions. Other income may be taxed at 9%. The company should review its transactions rather than assume that a free zone address automatically provides an exemption.

VAT is charged at 5% on most taxable supplies. Mandatory registration applies when taxable supplies and imports exceed AED 375,000, while voluntary registration may be available from AED 187,500.The company should retain invoices, contracts, expense records and supporting documents should be retained for the required period.

Double Taxation for UK Citizens With a Business in Dubai

A British citizen running a business in Dubai may face obligations in both countries. The UK-UAE Double Taxation Convention was signed in 2016, entered into force in December 2016 and generally became effective from 2017. It allocates taxing rights and provides mechanisms to relieve double taxation.

The result depends on the owner's residence under the UK Statutory Residence Test, the source of income, where the company is effectively managed and whether it has a UK permanent establishment. Registering a company in Dubai does not automatically remove UK tax obligations.

Business relocations require additional planning when the founder keeps a UK home, family, employees, clients or management functions.
